San Antonio (March 23, 2017) - Michael Baker International, a global leader in engineering, planning and consulting services, today announced that Frank Holzmann, P.E., has joined the firm as an Associate Vice President and Transportation Services Leader for the state of Texas. Michael Baker will rely on Mr. Holzmann’s nearly three decades of transportation design, construction, planning and alternative project delivery experience to procure new transportation improvement projects in response to the state’s recent population boom.
Based in Michael Baker’s San Antonio office, Mr. Holzmann will lead a diverse group of transportation experts in securing projects through conventional and alternative project delivery methods, including both design-build and Public Private Partnerships (P3) efforts. He also will support Michael Baker’s Construction, Engineering and Inspection (CEI) projects in Texas. CEI projects are in high demand statewide as additional transportation and highways funding has created a growing need for consultants to supplement Texas Department of Transportation (TxDOT) resources.

Mr. Holzmann brings extensive experience in alternative project delivery from his work at TxDOT. Here, he implemented 25 complex, high-profile mobility initiatives throughout the state, including the Harbor Bridge Project in Corpus Christi, Loop 375 Border Highway Project in El Paso and Loop 1604 in San Antonio. Most recently at TxDOT, Mr. Holzmann served as the Interim Director for the Strategic Contract Management Division. In this role, he oversaw all aspects of the division, including the pre-procurement, procurement, post-procurement and post-construction of strategic projects, and worked closely with the Project Finance Division to determine project financial feasibility.
Mr. Holzmann earned a Bachelor of Science degree in Civil Engineering from Texas A&M University in College Station, Texas.
